1.In a large pot, heat the vegetable oil over medium heat. Add the chicken pieces and cook until browned on all sides. Remove the chicken from the pot and set aside.

2.In the same pot, add the chopped onion, minced garlic, carrots, celery, and red bell pepper. Sauté until the vegetables are tender.

3.Return the chicken to the pot and add the ground cumin, paprika, bay leaf, chicken broth, and water. Season with salt and pepper to taste. Bring the soup to a boil, then reduce the heat and let it simmer for about 30 minutes, until the chicken is cooked through and tender.

4.While the soup is simmering, prepare the corn dumplings. In a mixing bowl, combine the cornmeal, all-purpose flour, baking powder, and salt. Gradually add the milk, water, and chopped parsley, stirring until a thick batter forms.

5.Once the chicken is cooked, remove it from the pot and shred it into bite-sized pieces using two forks. Return the shredded chicken to the pot.
