1.Preheat the oven to 160°C (320°F).

2.In a large oven-safe pot, heat the vegetable oil over medium-high heat.

3.Add the beef chunks and brown them on all sides. Remove the beef from the pot and set aside.

4.In the same pot, add the sliced onions and minced garlic. Sauté until the onions are translucent and fragrant.

5.Return the beef to the pot and add the carrots, potatoes, parsnips, rutabaga, bay leaves, allspice berries, black peppercorns, and salt.

6.Pour the beef broth over the ingredients, ensuring they are fully submerged.

7.Cover the pot with a lid and transfer it to the preheated oven.

8.Let the stew cook for approximately 3 hours, or until the beef is tender and the flavors have melded together.
