1.Preheat the oven to 180°C (350°F).

2.In a large mixing bowl, combine the minced meat, grated potatoes, chopped onion, minced garlic, dried thyme, dried rosemary, grated cheese, salt, and pepper. Mix well until all the ingredients are evenly incorporated.

3.Heat the vegetable oil in a frying pan over medium heat. Add the meat mixture and cook until browned, breaking it up with a spoon as it cooks.

4.Transfer the cooked meat mixture to a greased baking dish and press it down firmly to form an even layer.

5.Bake in the preheated oven for 40-45 minutes, or until the top is golden brown and crispy.
