1.In a large mixing bowl, combine the flour and salt. Add the cold, cubed butter and use your fingers or a pastry cutter to cut the butter into the flour until the mixture resembles coarse crumbs.

2.Gradually add the cold water to the flour mixture, mixing until the dough comes together. Knead the dough lightly until it forms a smooth ball. Wrap it in plastic wrap and refrigerate for 30 minutes.

3.In a skillet, cook the ground beef over medium heat until browned. Add the chopped onion, bell pepper, tomatoes, garlic, paprika, cumin, cayenne pepper (if using), hot sauce (if using), salt, and pepper. Cook for an additional 5 minutes, until the vegetables are tender. Remove from heat and let the filling cool.
