1.In a large pot, heat the olive oil over medium heat. Add the beef cubes and cook until browned on all sides. Remove the beef from the pot and set aside.

2.In the same pot, add the chopped onion, minced garlic, carrots, and celery. Sauté until the vegetables are softened.

3.Sprinkle the flour over the vegetables and stir well to coat.

4.Slowly pour in the beef broth, stirring constantly to avoid lumps. Add the bay leaves, dried thyme, and dried rosemary.

5.Return the beef to the pot and bring the mixture to a simmer. Cover and cook for 1.5 to 2 hours, or until the beef is tender.

6.Stir in the heavy cream and season with salt and pepper to taste. Simmer for an additional 10 minutes.
