1.In a saucepan, combine the water and sugar. Heat over medium heat until the sugar has dissolved completely. Remove from heat and let it cool slightly.

4.In a separate saucepan, combine the heavy cream, agar-agar, vanilla bean, and citrus zest. Heat over medium heat until the mixture reaches a simmer. Remove from heat and let it cool slightly.

5.Using a syringe or dropper, carefully drop small portions of the meringue mixture into the cold water bath. The meringue will form into spheres as it sets. Let the spheres sit in the water bath for a few minutes to fully set.
