1.In a large mixing bowl, combine the flour and water to form a smooth dough. Knead for a few minutes until the dough is elastic. Cover with a damp cloth and let it rest for 30 minutes.

2.In a separate bowl, mix together the minced pork, chopped onion, minced garlic, parsley, nutmeg, caraway seeds, salt, and pepper until well combined.

3.Divide the dough into small portions and roll each portion into a thin circle.

4.Place a spoonful of the pork filling in the center of each dough circle. Fold the edges of the dough over the filling, pleating and sealing the dumplings.

5.Grease a steamer basket with vegetable oil and arrange the dumplings inside, leaving some space between them.

6.Steam the dumplings over high heat for 15-20 minutes, or until the dough is cooked through and the filling is tender.
