1.In a bowl, combine the vegetable oil, minced garlic, ground cumin, paprika, ground coriander, salt, and black pepper to make the marinade.

2.Cut the fish fillets into kebab-sized pieces and coat them with the marinade. Let them marinate for at least 30 minutes.

3.Meanwhile, rinse the basmati rice under cold water until the water runs clear. Drain the rice.

4.In a pot, bring the water to a boil. Add the rinsed rice, ground turmeric, and saffron threads. Stir well, then cover and reduce the heat to low. Cook for 15-20 minutes, or until the rice is tender and the liquid is absorbed.

5.While the rice is cooking, preheat the grill to medium-high heat. Thread the marinated fish onto skewers.

6.Grill the fish kebabs for about 4-5 minutes per side, or until they are cooked through and slightly charred.
