1.In a large pot, heat the vegetable oil over medium heat. Add the chopped onion and minced garlic, and sauté until golden brown.

2.Add the cubed lamb to the pot and cook until browned on all sides.

3.In a small bowl, mix together the ground cumin, coriander, cinnamon, turmeric, ginger, and cayenne pepper (if using). Sprinkle the spice mixture over the lamb and stir well to coat.

4.Pour in the chicken or vegetable broth and water, then add the diced tomatoes and tomato paste. Season with salt and pepper to taste.

5.Bring the stew to a boil, then reduce the heat to low and cover the pot. Simmer for 1.5 to 2 hours, or until the lamb is tender and the flavors have melded together.
