1.In a large bowl, combine the ground meat, chopped onion, minced garlic, grated ginger, chopped green chilies, ground fennel seeds, ground cardamom, ground turmeric, ground cumin, ground coriander, Kashmiri red chili powder, chopped cilantro, chopped mint, and salt. Mix well until all the ingredients are evenly incorporated.

2.Shape the mixture into small meatballs, about the size of golf balls.

3.Heat the vegetable oil in a large pan over medium heat. Add the meatballs and cook until browned on all sides. Remove the meatballs from the pan and set aside.

4.In the same pan, add the tomato puree and water. Stir well to combine.

5.Return the meatballs to the pan and simmer for 15-20 minutes, or until the meatballs are cooked through and the gravy has thickened.
