1.In a large mixing bowl, combine the flour and salt. Add the chilled butter cubes and mix until the mixture resembles coarse crumbs.

2.In a separate small bowl, mix together the fennel seeds, ground ginger, ground cardamom, ground cinnamon, ground cloves, and ground black pepper.
