1.Place the bulgur wheat in a large bowl and pour the boiling water over it. Let it sit for about 15 minutes until the bulgur absorbs the water and becomes soft.

2.In a separate bowl, combine the ground meat, chopped onion, parsley, cumin, paprika, cinnamon, salt, and pepper. Mix well until all the ingredients are evenly incorporated.
