1.In a large pot, heat the olive oil over medium heat. Add the diced onion and minced garlic, and sauté until they become translucent.

2.Add the diced tomatoes, bell pepper, carrot, and potatoes to the pot. Cook for 5 minutes, stirring occasionally.

3.Add the mixed seafood to the pot and cook for another 3 minutes.

4.Pour in the fish or vegetable broth, and add the ground cumin, paprika, bay leaf, salt, and pepper. Stir well to combine.

5.Bring the soup to a boil, then reduce the heat to low and let it simmer for 20-25 minutes, or until the seafood is cooked through and the vegetables are tender.

6.Remove the bay leaf from the soup.
