1.In a mixing bowl, combine the all-purpose flour and warm water. Knead the dough until it becomes smooth and elastic. Cover the dough with a damp cloth and let it rest for 30 minutes.

2.In a separate bowl, mix together the plain yogurt, ground cumin, ground coriander, chili powder, turmeric powder, salt, and chopped cilantro. Set aside.

3.Divide the dough into small portions and roll each portion into a thin circle.

4.Place a spoonful of the yogurt mixture in the center of each dough circle. Fold the edges of the circle to seal the dumplings, creating a semi-circular shape.

5.Steam the dumplings for 10-12 minutes, or until they are cooked through and the dough becomes translucent.
