1.In a large bowl, combine the rice flour, wheat flour, and water. Mix well until a smooth batter is formed. Set aside.

2.In a separate bowl, combine the minced pork or beef, mushrooms, cabbage, carrots, garlic, ginger, soy sauce, oyster sauce, sesame oil, salt, and pepper. Mix well to evenly distribute the flavors.

3.Heat a non-stick pan over medium heat and add a small amount of vegetable oil.

4.Pour a ladleful of the pancake batter onto the pan and spread it evenly to form a thin pancake.
