1.Preheat the oven to 350°F (180°C) and line a baking sheet with parchment paper.

2.In a saucepan, combine the sugar, heavy cream, butter, and honey. Heat over medium heat until the mixture comes to a boil, stirring constantly.

3.Remove the saucepan from heat and stir in the chopped hazelnuts, flour, vanilla extract, and salt until well combined.

4.Drop spoonfuls of the mixture onto the prepared baking sheet, leaving space between each spoonful.
