1.In a large mixing bowl, combine the rice flour, coconut milk, cream cheese, smoked salmon, cilantro, dill, chives, onion, green chilies, baking powder, and salt. Mix well to form a smooth batter.

2.Heat a non-stick pan over medium heat and add a small amount of vegetable oil.

3.Pour a spoonful of the batter onto the pan to form small pancakes. Cook until the edges turn golden brown, then flip and cook the other side until golden brown as well.

4.Repeat the process with the remaining batter, adding more oil to the pan as needed.

5.Serve the Pani Appa warm with a side of spicy chutney or a dollop of cream cheese.
