1.In a large bowl, combine the flour, baking powder, and salt. Gradually add the warm water and olive oil, mixing until a smooth dough forms. Knead the dough for a few minutes until it becomes elastic. Cover with a damp cloth and let it rest for 30 minutes.

2.In a skillet, cook the ground beef over medium heat until browned. Add the onion, bell pepper, garlic, thyme, scotch bonnet pepper, salt, and pepper. Cook until the vegetables are tender and the flavors are well combined. Remove from heat and let it cool.

3.Divide the dough into small balls and roll each ball into a thin circle. Place a spoonful of the meat filling in the center of each circle. Fold the dough over the filling and seal the edges by pressing with a fork.
