1.In a mixing bowl, combine the rice flour, coconut milk, water, turmeric powder, cumin powder, red chili powder, black pepper powder, and salt. Mix well to form a smooth batter.

3.Take a small portion of the batter and shape it into a small dumpling. Repeat with the remaining batter.
