1.In a mixing bowl, combine the tapioca flour and salt. Gradually add the boiling water while stirring continuously until a smooth dough forms.

2.Knead the dough for about 5 minutes until it becomes elastic and pliable. Cover the dough with a damp cloth and let it rest for 15 minutes.

3.In a separate bowl, mix together the shrimp, ground pork, garlic, shallots, fish sauce, and black pepper until well combined.

4.Heat the vegetable oil in a pan over medium heat. Add the shrimp and pork mixture and cook until the shrimp turns pink and the pork is fully cooked. Remove from heat and let it cool.

6.Fold the dough over the filling to form a half-moon shape and seal the edges by pinching them together. Repeat with the remaining dough and filling.
