1.In a large bowl, combine the flour, baking powder, cardamom, saffron, sumac, salt, and black pepper.

2.Gradually add the warm water and olive oil to the dry ingredients, mixing until a dough forms. Knead the dough for a few minutes until smooth and elastic. Cover with a damp cloth and let it rest for 30 minutes.

4.Add the ground beef to the pan and cook until browned. Stir in the tomato paste, cumin, coriander, cinnamon, turmeric, salt, and pepper. Cook for an additional 5 minutes, allowing the flavors to meld together. Remove from heat and let the filling cool.
