Preparation

1.Preheat the oven to 180°C (350°F).

2.Cook the penne pasta according to package instructions until al dente. Drain and set aside.

3.In a large skillet, heat the olive oil over medium heat. Add the chopped onion and minced garlic, and sauté until golden brown.

4.Add the minced lamb or chicken to the skillet and cook until browned. Drain any excess fat.

5.Stir in the ground cumin, ground coriander, ground cinnamon, ground cardamom, soaked saffron threads, crushed tomatoes, and tomato paste. Season with salt and pepper to taste. Simmer for 10 minutes.

6.In a separate saucepan, melt the butter over medium heat. Stir in the flour and cook for 1-2 minutes until lightly golden.

7.Gradually whisk in the milk, stirring constantly until the sauce thickens. Season with salt and pepper.

8.In a large baking dish, spread a layer of the cooked penne pasta. Top with a layer of the meat sauce, followed by a layer of the béchamel sauce. Repeat the layers until all the ingredients are used, finishing with a layer of béchamel sauce.

9.Sprinkle the grated mozzarella and Parmesan cheese over the top.

10.Bake in the preheated oven for 25-30 minutes, or until the cheese is golden and bubbly.
