1.In a large mixing bowl, combine the flour and salt. Add the chilled butter and mix until the mixture resembles coarse crumbs.

2.Gradually add the cold water and knead until a smooth dough forms. Cover the dough with a damp cloth and let it rest for 30 minutes.

3.In a separate pan, heat the vegetable oil over medium heat. Add the chopped onion and sauté until golden brown.

4.Add the ground beef or lamb to the pan and cook until browned. Stir in the cumin powder, coriander powder, turmeric powder, red chili powder, and salt. Cook for an additional 5 minutes.
