1.In a large bowl, combine the all-purpose flour and water. Knead the mixture until a smooth dough forms. Cover the dough with a damp cloth and let it rest for 30 minutes.

2.In a separate bowl, mix together the ground pork, Wisconsin cheese, cabbage, scallions, ginger, soy sauce, sesame oil, salt, and pepper. Stir until well combined.
