1.Heat vegetable oil in a large pot over medium-high heat. Add the beef chuck roast and sear on all sides until browned. Remove the beef from the pot and set aside.

2.In the same pot, add diced onion, minced garlic, and sliced green bell pepper. Sauté until the vegetables are softened.

3.Return the seared beef to the pot and sprinkle with Old Bay seasoning. Pour in enough water to cover the beef. Bring to a boil, then reduce heat to low, cover, and simmer for 2-3 hours until the beef is tender and easily shreds.

4.Once the beef is cooked, remove it from the pot and shred it using two forks. Set aside.

5.In a separate pot, cook the white rice according to package instructions, using beef broth instead of water for added flavor.

6.In a skillet, heat vegetable oil over medium heat. Add the sliced plantains and cook until golden brown and caramelized on both sides.

7.To serve, arrange a bed of rice on a plate. Top with shredded beef, black beans, and caramelized plantains. Season with salt and pepper to taste.
