1.In a mixing bowl, combine the tapioca flour, salt, and water. Knead until a smooth dough forms.

2.In a separate bowl, mix the ground beef, onion, garlic, salt, white pepper, nutmeg, vegetable oil, and parsley until well combined.

3.Take a small portion of the dough and flatten it in your palm. Place a teaspoon of the beef mixture in the center and fold the dough to enclose the filling. Roll it into a small ball. Repeat with the remaining dough and filling.

4.Bring a large pot of water to a boil. Gently drop the dumplings into the boiling water and cook until they float to the surface, about 5-7 minutes.

5.While the dumplings are cooking, prepare the mustard dip by combining mayonnaise, Dijon mustard, honey, and lemon juice in a small bowl. Mix well until smooth.
