1.Heat the vegetable oil in a large pot over medium heat. Add the chopped onion and minced garlic, and sauté until they become translucent.

2.Add the ground cumin, paprika, dried dill, and dried parsley to the pot. Stir well to coat the onions and garlic with the spices.

3.Add the grated beets, carrots, potatoes, and diced red bell pepper to the pot. Stir to combine all the ingredients.

4.Pour in the vegetable broth and tomato puree. Bring the mixture to a boil, then reduce the heat to low and let it simmer for about 20 minutes, or until the vegetables are tender.

5.Stir in the sour cream and season with salt and pepper to taste. Cook for an additional 5 minutes.
