1.In a large pot, heat some oil over medium heat. Add the sliced onions and minced garlic, and sauté until golden brown.

4.Add the preserved lemons, beef broth, and water to the pot. Bring to a boil, then reduce the heat and let it simmer for 1 hour, or until the beef is tender.

5.While the soup is simmering, cook the rice noodles according to the package instructions. Drain and set aside.
